Artificial intelligence is reshaping what’s possible in development. Yet most of today’s AI tools assume reliable connectivity, powerful devices, and users already comfortable with digital interfaces. For billions of people in emerging economies, those assumptions simply don’t hold.
That’s the gap the World Bank Group’s Small AI for Development Hackathon Challenge aims to close. The initiative invites young innovators worldwide to build practical, lightweight AI solutions that work in the real conditions facing developing economies such as limited connectivity, constrained computing power, and everyday devices.
What Is “Small AI”?
Small AI is a deliberate design approach. Instead of relying on massive general-purpose models that need data centers and constant internet, it focuses on targeted, use-case-driven solutions. These can run on basic phones, sensors, microcontrollers, or work through SMS and voice interfaces. The emphasis is on solving one well-defined problem effectively, affordably, and accessibly.
This approach already shows promise. Farmers diagnose crop pests from photos on basic smartphones. Health workers screen for diseases with handheld devices that don’t require constant broadband. Lightweight tools deliver tangible results where infrastructure is limited.
The Challenge
Organized by the World Bank Group’s Digital and AI Vice Presidency in collaboration with the Youth Summit, Development Economics Vice Presidency (DEC), and Information and Technology Solutions (ITS), and managed by Hack-Nation, the hackathon challenges participants to build a working Small AI solution over one intensive weekend: 3–4 October 2026.
Participants choose one of three priority sectors:
- Health
- Agriculture
- Tourism
Solutions must be practical for constrained environments and demonstrate real development relevance, inclusivity, and thoughtful design. Judges will look beyond pure technical performance to how well the idea addresses on-the-ground realities and trade-offs between capability and access.
The format is hybrid, allowing online participation alongside physical hubs in various locations.
Who Can Apply
The competition is open to young people aged 18–35 aligned with the UN definition of youth from World Bank member countries.
Applicants from emerging economies are particularly encouraged. Individuals can apply alone or in teams of up to four. Every team member must register and meet the eligibility criteria.
Applications and submissions must be in English, and each person may join only one entry. Active World Bank Group staff, consultants, and interns are not eligible. Importantly, no fully formed team or project idea is required at the application stage.

What Winners Receive
Three winners will be selected. One from each sector (Agriculture, Health, and Tourism). They will be invited to Seoul, South Korea, to present their solutions at the Global AI and Digital Summit 2026 (19–22 October 2026), co-hosted by the World Bank Group and the Government of Korea.
For team entries, one representative will travel. Organizers will cover reasonable travel, accommodation, and designated event-related expenses. Winners will present to an international audience of policymakers, investors, private-sector leaders, and development practitioners, with potential opportunities for facilitated meetings.

Why This Matters
More than two billion people remain offline. In the coming decade, 1.2 billion young people in the Global South will reach working age amid limited job opportunities. AI can help bridge these gaps only if it is designed for the environments where most people actually live and work.
